N,N-二甲基甲酰胺（DMF）的常见应用：纺织品、纸张、聚氨酯材料和合成纤维生产过程中用作溶剂。

01、2023 年 12 月 12 日起，该物质本身及含有该物质浓度≥0.3% 的物质或混合物不得投放市场。

除非制造商、进口商和下游用户已经将对工人暴露的衍生无影响水平 (DNEL) （吸入暴露为 6 mg/m3，皮肤暴露为 1.1 mg/kg/天）列入相关化学品安全报告和安全数据表。
Shall not be placed on themarket as a substance on its own, as a constituent of other substances, or inmixtures in a concentration equal to or greater than 0,3 % after12 December 2023 unless manufacturers, importers and downstream users haveincluded in the relevant chemical safety reports and safety data sheets,Derived No-Effect Levels (DNELs) relating to exposure of workers of 6 mg/m3 forexposure by inhalation and 1,1 mg/kg/day for dermal exposure


02、2023 年 12 月 12 日起，该物质本身及含有该物质浓度≥0.3% 的物质或混合物不得生产或使用。除非制造商和下游用户采取适当的风险管理措施，并提供适当的操作条件，以确保工人的接触低于第1段规定的 DNEL。
Shall not be manufactured,or used, as a substance on its own, as a constituent of other substances, or inmixtures in a concentration equal to or greater than 0,3 % after12 December 2023 unless manufacturers and downstream users take theappropriate risk management measures and provide the appropriate operationalconditions to ensure that exposure of workers is below the DNELs specified inparagraph 1.


03、对第 1 段和第 2 段的减损
DMF投放市场用作纺织品和纸材料的直接或转移聚氨酯涂层工艺或聚氨酯膜的生产中溶剂的适用日期延长至2024年12月12日，投放市场用作合成纤维干法和湿法纺丝工艺中溶剂的适用日期延长至 2025 年 12 月 12 日。
By way of derogation fromparagraphs 1 and 2, the obligations laid down therein shall apply from12 December 2024 in relation to placing on the market for use, or use, asa solvent in direct or transfer polyurethane coating processes of textiles andpaper material or the production of polyurethane membranes, and from12 December 2025 in relation to placing on the market for use, or use, asa solvent in the dry and wet spinning processes of synthetic fibres.


(EU) 2021/2030将于官方公报上发布20天后正式生效，并直接适用于所有欧盟成员国。对于出口至欧盟的产品，除了符合SVHC要求外，附录XVII限制要求也必须符合才能准入欧盟市场。
